The new criteria for wave 13 states that a free school proposal must be located in one of the targeted districts identified as having low standards and low capacity to improve AND an area where there is basic need for a high proportion of the additional school places that the free school will create. If an application does not meet one of these two criteria to demonstrate need for a new free school, the DfE will stop assessing the application.

In 2011, LKMco published Laura McInerney’s short book ‘6 predictable failures of free schools...and how to avoid them’. Reading her book now, it’s clear to see how prescient Laura was in her predictions, and how useful her recommendations were, and remain, to groups going through the free school process.
